Are copper Moscow Mule mugs worth the investment? They're nice but so expensive!

I've also heard from a friend of mine that these mugs are big theft targets and so I'd hate to have to worry about that.

Copper mugs cost around $12-14 per mug, so after selling 2 Moscow Mules, you've paid for it. You will probably make some customers very happy by having copper mugs. You can take IDs to help deter people from stealing them.

This would largely depend on what kind of establishment you have.  If you are an upscale business this is a nice touch for your customers.  Moscow Mules are very popular currently so this can be an excellent selling point.  Theft is a problem everywhere but these mugs are definitely an easy target.  The best way to avoid theft is to make sure your servers and bartenders are pre-bussing so you can limit the number of copper mugs on the table to one per person so it is easier to keep an eye on them.

Depends on the type of experience you are trying to provide.   Our experience is that the overall experience of consumers drinking from Moscow Mule mugs or Mint Julep mugs is much higher.   I would suggest you invest in them to provide that sort of experience when possible whether with Moscow Mules or Martini Glasses, etc.
