Can milk really damage a beer glass' utility? How?

Anything with traces of fat in it, including milk, can ultimately cause the beer head to dissolve. The fats cling to the surface of the bubbles, which lowers surface tension and causes those bubbles to pop. 

While the notion that milk can completely ruin a beer glass is a bit of an urban myth, the fats in milk will destroy the beer heads if the glass hasn't been thoroughly cleaned and sanitized.
