Flat bottom tanks are the cheaper option, but there are several things to bear in mind.  First, flat bottom tanks max out capacity at roughly 200-250 gallons.  Secondly, with flat bottom tanks, the winemaker can't rack all of the liquid out of the bottom valve.  A conical tank, while more expensive, has legs and two ports (one racking, one drainage) which enables for lees, sediment, and other drainage easily.  Your choice really depends on your budget and whether you need a more efficient process.
