Do customers expect oak fermentation tanks, or can I go ahead and purchase stainless steel tanks?

Not at all.  Oak tanks are not the default in the winemaking industry, though they are still popular, especially among winemakers who prefer to the traditional winemaking process, perhaps the branding aspects, as well as the flavor and aroma profile of oak tank fermentation.  Fortunately, you can still benefit from the flavor and aroma profile of various oak products by using stainless steel tanks and oak chips, oak spirals, etc.  Upgrading to stainless steel gives you several advantages (such as faster aging of your wines) so you should definitely consider it.
