Do you rinse or sanitize or both before bottling?

We are bottling some beer off of our 7bbl brewhouse and 15bbl fermenters.  We are wondering what you recommend doing to prep the bottles.  Do you rinse only with water, do you sanitize or do you do both?

Definitely rinse and sanitize. Dust can easily settle into your bottles. Make sure they are spotless clean, then sanitize, purge with co2 if you can, and fill.

Dear Friend,
Any bottle has dust and/or very occasionally small visible foreign bodies inside. They need rinsing with water minimum.
Some beer producers that DO NOT pasteurise the bottles after filling in a tunnel but utilise sterile filtering from Pall Corp. wisely rinse with a SO2 solution before filling. 
This requires special rinsing specifications for the filler.
