boilerless steamers are perfect for small batch type production. Boiler base steamers are better for high volume production

Though a proper recommendation depends on the specifics of your business, for most small kitchens, a boilerless steamer will do just fine.  Boilerless steamers are generally less expensive to maintain than boiler-based steamers, so unless you have a specific volume need that demands a boiler-based steamer (which produces steam an an almost constant basis), it is a reasonable decision to go with a boilerless steamer.
