15 psi is pretty standard, though we often have customers ask us for 30psi capability on their pressure relief valves. We test our tanks up to 50 psi. Don't try that at home. I agree that 15 is fairly standard but higher pressures are not to unusual. We test our tanks to 3 atmospheres (45PSI) and set the PRV at 30PSI. I would not be comfortable with less.

Some manufacturers use lighter materials and higher pressure will deform their tanks like shaking a soda can will and also causing weld cracking in the jacketing. 

If your tank is made from the correct thickness of material and welded correctly you will only be testing the gaskets when your pressure goes up.
