I want a mixer that can be used for a wide variety of other functions, so I’m deciding mainly between a vertical cutter mixer and a planetary mixer — which is better?

You've definitely narrowed down your choices to the two most versatile mixers.  Between the two, a planetary mixer tends to be better for precision mixing dough and batter, and is also better for smaller batch mixing.  With a vertical cutter mixers, they are best for faster, larger batch mixing.  If you do go for a planetary mixer, make sure you purchase one with a Power Takeoff Hub so that you can use a wider variety of attachments (gain features like slicing, cutting, grating, etc.).
