If you want your espresso machine to be able to brew and steam simultaneously, you should look for either a heat exchange espresso machine or a double-boiler espresso machine.

In a heat exchange machine, a superheated metal tube runs through the boiler to flash heat fresh water into steam.  Dry steam and hot water are always available, allowing for simultaneous brewing and steaming.  In a double-boiler machine, two separate boilers are maintained, one for steaming and the other for brewing.  This allows for simultaneous brewing and steaming.  The steam boiler can also be turned off to allow for those times when steaming is not necessary.

Avoid single-boiler espresso machines (without heat exchange), as they are not capable of brewing and steaming simultaneously.
