Would it be different for stainless steel vs glass growlers?

Depending where the growlers are made will be the most influence on duties.
If made in USA, there is a free trade situation. If made overseas, duties run about 8%

If you are importing growlers into Canada from the US, the import duty changes depending on which province the liquor will be entering Canada.  Each province has different import duties for liquor.  Your growlers may be counted as kitchenware-glass and kitchenware-stainless steel, and may thus be subject to a separate import duty.  Again, this import duty changes depending on the province, so you will want to contact the liquor control authority in the relevant province for more details.
