I'm about to purchase a bright tank and I'm curious to know - does the maximum pressure of the bright determine the amount of time it will take for the beer inside to carbonate?

Both the head space and the maximum pressure of the bright will determine the amount of time it will take to carbonate. For example, a max. pressure of 20 psi is brought down to about 15-17 psi once CO2 is added. A 15 psi bright tank will work just fine, but may take a bit more time and effort to carbonate as a result.
