In which states is it legal to refill a growler at the site where it is brewed? In which states is it legal to refill growlers at bars, taprooms, and breweries?

Every state is different.  It would be best to contact the Brewers Association or your state brewers guilds for advice on this question so they can address the legal aspects.

There's a lot going on right now in State Legislatures regarding growlers and beer distribution. By and large these changes are relaxations of the rules, but it's really difficult to keep up with them all, and I doubt that a comprehensive list exists. Even if it did it would be quickly outdated.

Laws are ever changing and it is best to contact the individual state alcohol control agency where you plan on having a business in. Brewers Association would be able to direct you but ultimately you need to do a simple google to find your state entity.
