Corks are shipped to wineries with the appropriate amount of moisture in them and soaking is not required and would only cause problems.  Corks should have a moisture of between 4.5% and 8% to be effective during bottling

The wine corks should not be sprayed, soaked or boiled prior to bottling.  Most wine cork treatments are water based and water can wash off the protection of our treatments.  This practice of soaking must be avoided.
