This completely depends on your needs and your budgetary restrictions.  Rotary filling machines tend to be more expensive, but also more efficient (and higher volume).  Rotary filling machines are continuous systems and can be adjusted easily for different bottled products.  They also work quite well for carbonated beverages.  On the other hand, linear filling machines are on-off systems and thus discontinuous, which means they have a lower production volume.  They are also not as versatile due to the difficulty of adjusting the system for different bottled products.
