For marketing purposes, a lot of restaurants find that having a separate dessert menu (that is brought after the entree plates are cleared out) helps to upsell the dessert. When presented with the new menu, the implication is that something is "expected" to be ordered. Guests may indeed choose not to order a dessert, but it is more likely that they will feel compelled to order something off the dessert menu if it is brought to them as a separate and expected part of the meal.
