Yes, absolutely.  State and local laws differ quite substantially, so you may want to utilize formal public documentation for further guidance, or to seek out the help of legal counsel before moving forward.  Some state and local laws may require that you purchase separate liquor licenses for hard liquor and for beer and wine.  Further, to obtain your licenses/permits, you'll have to process your application with the local liquor control board.  If you do not fill out your application properly, this can delay processing.  As such, seeking the help of a professional is recommended.
