A jacket is basically an extra layer around the vessel, in between which liquid can be pumped to better control the temperature of the fermentation process. Maintaining a precise and even temperature is really crucial in the fermentation process for ensuring high quality product, and this temperature controls becomes very difficult in larger commercial-sized vessels without the use of a jacket.
Absolutely necessary to have your tanks jacketed. The only case you wouldn't have it is if you had the tanks in a walk-in cooler. You ideally want all your fermentors to be jacketed and insulated. The insulation saves you a lot of energy as it traps all the coldness inside and keeps your energy cost down. MattAdd comment
