ROPP stands for Roll Over Pilfer Proof.  It's a type of unthreaded aluminum shell.  The way an ROPP capping machine works is the unthreaded shell is situated around the top of the (threaded) bottle, and the machine's thread forming wheels roll over the shell until the thread contour comes through.

Additions to the answer below:
The 'pilfer proof' bit refers to the strip at the base of the cap that's 'turned under' a ring on the bottle neck so after the cap has been applied, it's impossible to remove it without breaking the seal: a weak section of the cap connecting the strip to the main body of the cap.

Also, a ROPP capping machine must apply appropriate force for a particular closure/bottle combination. Typically, vegetable oils or vinegars would not require as much force as a wine bottle closure, where the corners of the cap are actually deformed to compress the liner giving a greater contact area with the glass, and therefore, a better seal.
