What’s a sample valve? I see it being offered as a customization for some tanks.

A sample valve is pretty simple.  It is a small valve installed on the side of a fermentation tank (not wholly unlike a standard racking valve), and enables you to draw wine out of the tank for tasting or testing as the process moves forward.  This can be really helpful if you prefer a more involved fermentation process.
